John Kerry: Emotional Wreck, or a Man with a Plan?

In regards to the recent failed bombing at Subic Bay, and the sinking of the Chinese naval ship, the Najing, representatives from the United States seem to be doing little to assist efforts, and has taken a more apprehensive approach on the issue.

Secretary of State, John Kerry has taken a much more emotional stance on the recent events in Vietnam and China, sending condolences out to the two, without actually offering assistance to either nation.

Now we must ask: What exactly is the role that we can expect the United States to play in this uprising international conference? Are we not wasting our time with bittersweet and solemn apologies, and shouldn't the United States be doing more to assist and remedy the situation?

Now is not the time to be frolicking around in the international community by trying to make friends and avoid the issues present. To John Kerry: do you have a plan? Or are you just playing pen-pal?
