Leaked Correspondence Between CIA and Vietnam President

Wikileaks has released correspondence between the Director of the CIA John Brennan and the President of Vietnam Truong Tan Sang. The message reveals the CIA is attempting to give heavy weaponry, including helicopters and anti-ship missiles, to the Vietnamese government without the apparent approval of the President of the United States.
The bulk of the message included Director Brennan assuring the President Sang that he would be “taking care of their little problem,” and listing the number and types of weapons and vehicles while referring to them as “humanitarian tools.”
The following are the weapons listed in the leaked message:
24 x additional UH-1 transport helicopters
12 x C-130J Super Hercules transport aircraft
12 x CH-47 Chinook heavy-lift helicopters
128 x AGM-84 Harpoon anti-ship missiles (land-launched)
32 x Harpoon launch batteries
16 x AH-1 Cobra attack helicopters
24 x F-5E Tiger II light attack/trainer aircraft
4 x AC-130 "Spooky II" gunships
However, this is not within the power of the Director of the CIA, so it is unknown how he intends to achieve this goal.
