As Commander of the People’s Liberation Army Air Force who ordered the deployment of the two Hongdu L-15 Falcons, I feel it absolutely necessary to remain clear in our intentions as tensions run high in the region of the South China Sea and the greater Asian theater. I must assert to the international community that this was only an action of surveillance in order to ascertain the condition of our sunken naval vessel and rescue possible survivors. This was not an act of aggression, but an act of protection, and we intend to continue our presence in the Spratly Islands as the situation unfolds. We lastly encourage all countries involved to remain transparent in their actions and intentions. We therefore call upon the Philippines to explain the unmanned aerial aircraft from the Philippine Air Force that my aerial units encountered when conducting surveillance.
