In response to the riots occurring in Manila, the government of the Republic of the Philippines takes it upon itself to enact the statute of the International Court of Justice for the prosecution of both the Chinese Foreign Minister Wang Yi & the prosecution of the Vietnamese Minister of Foreign Affairs Pham Binh Minh for their involvement for the domestic terror plot perpetrated in the Subic Bay. These international criminals involved in terrorist plots cannot be allowed to be tried in their own countries under the protection of their own law but rather under the scrutiny of the international community on Filipino. Therefore we urgently insist that the governments of the Peoples Republics of China and the Socialist Republic of Vietnam had over these international criminals of which they are harboring.
