In a suicide attack immediately claimed by ISEA in a Snapchat Story press release, a car carrying a bomb exploded into the US Consulate in Cebu City, partially destroying the building. The number of victims is still unclear at this hour, as Philippine firefighters are trying to contain the resulting fire.
